The primary reason Rs have not coalesced around an ACA replacement, in 15 years, is that cannot agree on one. The only reason they even talk about a replacement is that repeal and replace polled a lot better than straight repeal.

Also, he's not the most powerful man *in* science. He has, quite deliberately, eschewed the scientific method. While he temporarily enjoys some power, he's not all that powerful. If the CDC and John Hopkins order conflicting directives, doctors will follow the latter.
