You aren’t going to believe this. But there’s an important distinction between detaining someone as a law enforcement action in an interdiction and summarily killing them.
If the US Coast Guard stops a ship in international waters and seizes their cocaine, is that a war crime? The ship has not done anything illegal. Should we prosecute the Coast Guard Captain for piracy?

A lot of comments under this are saying things like "It's not OUR jobs to stop this, it's the job of Congress to stop it!" and like...NO. It IS our jobs as citizens to stop this; Congress is not some customer support line for us to lodge complaints with. We must be active in our civic virtue. TLDR:

Not like it would be justified if they were drug smugglers, but I think it hasn't gotten enough focus that a boat with 11 people onboard heading from Venezuela to Trinidad was almost certainly migrants. These were probably, at least for some of them, people fleeing Maduro. That's who they murdered.
