This is a deeply third-tier city take
The problem with maps like this is that they elide the fact that day-to-day life is dictated much more by rural vs urban than state line. There are major differences (I'd never live in Texas or Florida, ever) but the vast majority of the time "big urban county" versus "rural hell" is the big Q.

Careful planning: on Eagle Rock Blvd., the city repaved an 1/8-mile length but split it into two unconnected patches to avoid triggering HLA and installing protected bike lanes. The patches stop just before the intersection to avoid triggering the ADA and installing updated curb ramps.

That's what weirds me out - there are so many apartment typologies in this building and none of them is designed for a family with 2 children, let alone more. (Occasionally when I poke on ImmoScout in Berlin I see the same - true 3BRs are uncommon and true 4+BRs are almost unheard of.)
