It's more that, if you want to play a particular game, you may need to run it. Finding volunteer players (or actors, these days) is much easier than finding volunteer referees, event managers, & story-tellers.
Why does the structure put the pressure on the GM? Why isn't it the GM who is creating that pressure on themselves by seeking out that role, as they are free to choose which game they run, if any?

That's fascinating; I've never run across a GM that actively discouraged the players from learning the rules.
Caveat: I haven't played D&D in over 30 years.
GMs with that particular control issue are likely to have hit my "eh, not my group" buttons in other ways so I wouldn't get to Session 1.

My consistent experience with traditional TTRPGs is that the GMs don't care about learning and refining anything. They're there because they want to be on that side of the screen. I'll go a step further and say that the most insistent DMs I've met don't want the players learning the rules.

The "traditional" structure of TTRPGs puts an enormous amount of pressure on the GM to learn/refine & very little on the players.
Which is somehow seen as more reasonable than spreading the load of learning/contribution across the whole table.

This is that "marathon not sprint" part - their refusal to fund purchases at itch and steam was a while ago, but it's not like they've changed those policies.
