Zoning and permitting may be one of the few places where city governments can actually exercise power over the feds. @guyjt.bsky.social brings up an interesting point. I’m unsure if anyone is detained there for 24 hours but if anyone knows someone who has been my DMs are open!

Section 17C.190.520 Detention Facilities
Characteristics.
Detention Facilities includes facilities for the judicially required detention or incarceration of people. Inmates and detainees are under twenty-four-hour supervision by detention/incarceration officers, except when on an approved leave.

Accessory Uses.
Accessory uses include offices, recreational and health facilities, therapy facilities, maintenance facilities, and hobby and manufacturing activities.

Examples.
Examples include prisons, jails, probation centers, secure community transition facilities and juvenile detention homes.

Exceptions.
Programs that provide care and training or treatment for psychiatric, alcohol, or drug problems, where patients are residents of the program, but where patients are not supervised by detention/incarceration officers are classified as Group Living. Programs that provide transitional living experience for former offenders, such as halfway houses, where residents are not supervised by detention/incarceration officers, are also classified as Group Living.

OK I guess the question is if it's a detention facility. If it is, it's not allowed in the zone it's in per spokane municipal law, regardless of historical building status

I am absolutely not a lawyer but if that law I found above is correct which I think it is, one of the things it says needs to be weighed is public access to the building which absolutely changed when it was converted from a pub and dog adoption place

I called the Spokane City and County historical preservation office. They said this type of use change is not something they generally consider. Brought up example of changing a mansion to a nightclub as something that would put wear and tear on the building

You can find the management agreement here. Note it is signed by the previous owners but if I'm reading right the contract says it applies to future owners as well

Anyone know an expert on Spokane historic landmarks? The Broadview building (leased by ICE) is registered as a Historic property. Here's a screenshot from the management agreement with the city. I'd like to highlight (C) change in use
