Arizona 7th is not the only Democratic district in Congress that is not being represented due to GOP interference. Tx.18 Houston has been vacant since Sylvester Turner died in March. Gov Abbott refused to call a special election for months. Now Tx 18 will not be filled until March 2026. #ProudBlue

That’s my point. That’s why I’m asking what the process was when the Eastwing was added on. I want to know if this is something that presidents can just decide on their own. How was this handled in the past?
Are you aware of the process that was taken to get approval for such an add on during the war?
