A deck that's more consistent due to tutors is less likely to fit the vibes of a lower bracket. We certainly aren't asking for folks to play more tutors.

Junkyo Bell has a lot of uses. You can use it to pump an attacker, but there are plenty of other things you can do with a big creature. I've never seen it played where it didn't do something
