For Trump, the government being closed down has no impact on him. He can go ahead and write his executive orders and pardon other criminals like nothing needs changed because really nothing has changed.
The shutdown impacts Americans and Americans have never counted in the world Trump inhabits.

Trump lives in a fake reality. One where his wealth protects him from acknowledging truth and facing consequences for his actions.
This fake reality can be propped up by wealth. But it fails in situations such as in governing, where others pay dearly for you to reside in your fairytale land.
