Trump just announced a 25% tariff on advanced chips, but not on chips that are used within the United States. So it's a tariff on chips used an input into exports. Yes, effectively an export tariff.

The core dissonance of the entire Trump era is that basically everyone, his supporters included, knows he's a moron fundamentally incapable of performing the job of president, regardless of policy views

True, but the flipside of that is that he's very susceptible to slapping a new name on something without any real changes. Look at the NAFTA/USMCA, the Space Force, the "Department of War", etc.

I'd imagine that the FM is very sensitive to the media environment in the US and Europe. He doesn't want to jeopardize the deal with either Trump going back on things or with the UK and Canada thinking the storm has passed.
