Like all time wasting issues in football, it is easily fixable by actually following the rules as they already exist. Add all wasted time on (as laws state should happen), book players who waste time regardless of other variables (as laws state should happen). The last World Cup is proof this works

I know it's amazing for those nations and you can't deny how great the scenes are etc but it is impossible to take a World Cup seriously with teams like Cape Verde and Uzbekistan in it. And they still want to expand it to 64! A Norfolk national side would probably qualify for a 64 team one.
