I'm sorry but I have some questions:

(1) What exactly is a "proclamation"?? Is this an executive order? If so, why not just call it that?

(2) I was under the impression that the H1B visa program was established by Congress. Does the law give the President the power to do this?

Just to emphasize this point, when the Nuremberg laws were passed in 1935, Hitler didn't face massive, large-scale protests in the largest cities in Germany. The government of Bavaria didn't refuse to comply with Hitler's orders. The kind of resistance we are seeing today had no analogues then.
