A coalition of more than 140 organizations urged House leaders to reject a proposal in the House's tax and spending bill that would block states from regulating artificial intelligence (Al) models for the next 10 years.
In a letter sent Monday to House Speaker Mike Johnson (R-La.), House Leader Hakeem Jeffries (D-N.Y.) and congressional members, the organizations said the 10-year moratorium on state Al regulation would remove accountability for developing technology.

"This moratorium would mean that even if a company deliberately designs an algorithm that causes foreseeable harm - regardless of how intentional or egregious the misconduct or how devastating the consequences - the company making that bad tech would be unaccountable to lawmakers and the public," the letter stated.
Signers of the letter included tech workers, civil society groups, academic institutions, and artists.
Among those are Amazon Employees for Climate Justice, progressive consumer rights watchdog nonprofit Public Citizen and Alphabet Workers Union, the labor representatives for workers at Google's parent company.
The provision, included in President Trump's "one, big beautiful" bill, would bar states from enforcing laws or regulations governing Al models, systems or automated decision systems.

Dear Mr. Isaacson,

Thank you for contacting me with your thoughts on the pressing need for increased protections for children online, and the rights of Americans to access the internet. As a father of two boys, I know how vital online safety for our youngest Americans is for parents. Young people are our future, and I want to do everything I can to ensure children everywhere are protected while also preserving their freedom to learn and grow. Too many parents across New Jersey are worried about their children’s safety when accessing the internet. I know this issue is important to you and I would like to share some of my thoughts.

As you know, our children spend an increasing amount of their day on the internet, utilizing it for educational and social purposes. While the internet can be useful for online learning and other educational opportunities, the sheer amount of time children spend online can pose a serious risk for their wellbeing if left unmonitored. According to the Center for Disease Control (CDC), children between the ages of 8-18 spend nearly 8 hours in front of a screen for entertainment each day. Relatedly, teen depression rates have almost doubled with half of teenagers having experienced bullying or harassment online, and nearly 70 percent of LGBTQ youth having experienced cyberbullying. We need to create protections for our nation’s children as they navigate learning, entertainment, and relationships online.

I believe Congress must take the steps necessary to protect our children online. One such piece of legislation is the Kids Online Safety Act, which would require social media platforms to provide minors with options to protect their information, disable certain product features, and to opt out of personalized algorithmic functions. In addition, it would create stricter rules for online platforms to prevent and mitigate specific dangers to minors and require large social media platforms to perform an annual audit that assesses risks to minors. I supported this legislation when it came before the Senate Commerce, Science, and Transportation Committee. I wholly believe that we can protect our children online and protect freedom of speech rights.

We need to meet the moment and address the risks that common online applications pose to our children's mental health. I am committed to working with my colleagues on both sides of the aisle to enact meaningful regulations that would protect the safety, well-being, and speech rights of all individuals, including our children, online. As Congress continues to engage in these conversations, I will keep your perspective in mind and carefully weigh all factors.
