Two years ago, Republicans defunded the DOL Office of UI Modernization, which was building shared software infrastructure for state labor agencies. And now Republicans’ brilliant idea is to start that work over again…but in a way that centralizes the data on DOGE servers? Aw, hell no.

I love hearing that agencies employ developers. I love when agencies want those developers to support the work of vendor scrum teams. But it’s crucial to position that support correctly to avoid accidental self-sabotage.

Agency developers can also work in parallel with the vendor team, building or improving supporting infrastructure or related infrastructure, applying the knowledge learned by the vendor team as they conduct user research. Whatever they do, they need to leave the vendor team to work in their own way.

So what can those agency developers do? Well, one of them can act as the technical lead for the agency, working under the government product owner to ensure that the code delivered by the vendor on a sprintly basis is in compliance with the quality standards laid out in the contract.

Your agency’s devs are on the customer side of the fence, putting the vendor team in an uncomfortable position if they disagree with a decision made by your devs. If the agency CO thinks the vendor is not in compliance with the contract, and the agency’s devs are involved, you’ve got a mess.

The vendor team is a cohesive unit, working under a single organizational structure, under a single manager, under a shared HR system, using common tools, norms, and practices. Your agency’s developers are part of *none* of that.

Agencies sometimes tell me that they employ some software developers and that they intend to assign those developers to supplement the labor of the vendor team that they have hired for an Agile software development project.

Black families tend to have strong preferences against nursing homes, usually driven by concerns of inadequate care. Seeing that Black nursing home patients have significantly worse outcomes, and that they are driven by *within-nursing home* differences in care, confirms this suspicion.
