This happened to my family too. Our name is only Horwich because the school official responsible for enrolling my grandad and his siblings couldn't make sense of Hryhorchuk.
It wasn't authority. It was bureaucrats not being able to spell, or understand the accent, or going from one alphabet to another.

No one is going arpund seriously saying "I have an American issued name given to my family upon arrival by a dude who was allowed to do that."

Names got changed.

First of all, your great-great-grandparents names *were not changed* at Ellis Island. No one there had the authority to do that.
