Couple it with a vacancy tax on surface parking lots downtown with the funds going to a revolving loan fund for housing and you've got a stew going.
I applaud Wilson's goal to see 2,500 new housing units underway in Central Portland by 2030, and would suggest that if he wants that to the case he should make sure the Central City Code Amendments Project is as ambitious as possible www.oregonlive.com/politics/202...
Here are 3 things Portland’s mayor wants to see in the central city by 2030
Hitting any one of the targets announced by Mayor Keith Wilson will likely be an extremely tall order.

Is the US irredeemably a "car culture"? No.

18% of Americans are open to car-free living, which would be transformative.

Focus on making that possible for them: transit, active modes, better land use.

Change the facts and the culture will follow.

When cameras are installed, they issue many violations in the first month, followed by a steep decline in the second month. This suggests that the cameras effectively deter speeding by changing underlying driver behavior rather than relying on sustained revenue extraction.

contemplating this leaves you with some interesting observations about the impact of federal funding requirements on infrastructure costs
I can’t decide if this is a bit or not, but I would also like to note that we built the big pipe tunnel at a cost of $45 million/km, easily matching subway costs in low cost countries like south korea and spain, all without any federal funding. maybe the water bureau should build the downtown tunnel

A column, at @theathletic.com:

NWSL said it would fight for Trinity Rodman. It’s only fighting with itself
One way or the other, the league will set a precedent with Rodman. The NWSL has the power to choose what that looks like.
