I don't think the early Fallouts are perfect but Fallout 2's decision to have your people be tribals feels cooler than "Vault Dweller #200" and has some choice reactions to people treating you like a subhuman for not squatting bombed out ruins (i.e. the main aesthetic of the series after Tactics)
