There is a lot of nuance in the constitutional interplay of state and federal powers when it comes to elections, and none of that really matters when he's off in some other universe asserting he has the absolute unilateral power to rule by decree. There's no legal question here, just lawlessness.
More from the party of federalism: "the states are merely an agent for the federal government in counting and tabulating the votes. They must do what the federal government, as represented by the president of the United States, tells them, for the good of the country, to do."
