Perhaps, but I think the more important detail to notice is that no negotiation of the post-Brexit relationship would happen until and unless UK actually, irrevocably, decided to leave.

I.e., UKG could _not_ try to negotiate, decide it didn't like its options, and opt to instead just remain in EU.
