This sounds like a good idea that will help ordinary people which is why it will never happen in America
The EU plans to implement a digital payment service which will be free of charge and replace the Visa/Mastercard/Paypal/Google/Apple methods which all charge 1-3% for nothing, it will be the standard payment method in the EU.

This the exactly what needs to be happening.
