Important to be super clear: this is not just "we decided not to help other people any more" which would be bad enough. this is "we're cutting off support that was promised, paid for, organized, staffed; we're throwing away all that work and money because the cruelty is the point"
There's no longer any way to pretend any of this is about "efficiency" or "good management." It's actually horrible management! The admin had also claimed these programs are being "reviewed." What we're seeing now lays waste to that story, too.

Smith is not making the claim a jury would have convicted. He is restating the standard prosecutors must meet before they can indict, that he believed there was sufficient evidence to obtain & sustain a conviction. The decision is left up to the jury. Justice is done when they have that opportunity.
