How is anyone going to do the work that leads up to those big grants? You need loads of small bits of financial support for most humanities research (or, well, job security and non-overload with teaching & admin but 🤷‍♀️) and to support the groundwork. Only massive grants skew the research environment.

This ultimately comes down to the EU's well-known dilemma: there are instruments which *could* be really effective, but the best instruments don't help you if you have no strategy for using them because you lack a definition of your interests and objectives.

Judging by their speeches, neither Trump nor Hegseth has paid the slightest attention to how actual wars are being fought in the actual world. The “war fighting” and “lethality” they plan is inside their own country and comes from conflicts inside their own minds.
