Not returning your shopping cart to the corral is one (obnoxious) thing, but what’s up with people who spend the extra time to push their cart onto the island so it’s not in a space? Couldn’t you put that energy into maybe pushing the cart to the corral?

Flood the school boards, councils, county seats, state legislatures, Congress, etc.
