Even if Noem gets fired - as some of the speculation is pointing towards - that's not enough. There needs to be actual impeachment proceedings and legal investigations. They want to treat her as a PR sacrifice so they can continue what they're doing.

Bovino's resignation is not a minor defeat for the administration. It is proof that they cannot escalate indefinitely, that they are still constrained by opposition activism and public opinion.
