The president alone has no ability to expand his own authority. It is the dereliction of duty by those in positions designed to limit his authority, specifically in Congress, the Supreme Court, and the military, who have let it happen.

Congress has historically kind of abdicated this authority on pragmatic grounds. If you ask them, the President moving troops around and blowing stuff up and so on is implied by his status as Commander in Chief. Even when its obviously a war. See: Vietnam, Iraq War, etc.
