I think any fair reading of the polls at this point, particularly among the electorate he’s trying to win, would have to conclude that this, in fact, popularism.

It's crazy. I feel like all this comes off the back of years of people on the right saying, "Cities aren't Safe! They are all violent slumtowns!" And if they actually go to these cities, they see that's not true. But all the people in support of this, don't live in the cities.
