It's not quite that he plans to help red states and screw blue states. He plans to help states that, in his view, are loyal to him and give him what he wants. He doesn't care about political alignment: he cares about obedience.

What they are trying to build is neo-feudalism, with him as king.
I think people are kinda missing the point of what Trump is talking about by dismantling FEMA. His vision is clearly that the federal government helps red states and lets blue states fend for themselves. Trump is not going to screw over red states, but he'll gladly punish blue ones.

It isn't surprising. This is 100% consistent with the core belief of "Conservatism." In their world view, laws are meant to oppress the peasants and protect the elite. The elite are above law. Neo-feudalism is the next step after Neo-fascism.

General Motors and Ford and the UAW are analog, rust belt, unionized capitalism to them. Manufacturing must relocate to anti-union Red States. (i.e. the Mid-West is fucked) Then even Walmart can start sourcing their schlock in the USA. The long-term view is Neo-Feudalism with them as robber barons
