So what the hell just happened? Two things: Ukraine will get 90 billion euros. And Orbán did not veto that even though he could have.

How so? Short thread:

D-Day for Europe to shore up Ukraine funding.

As EU leaders huddle in Brussels, Stephen Paduano and I analyse the reparations loan in a new piece.

This is not only a "There Is No Alternative" (TINA) moment—but the financial and legal risks are also manageable.

Especially after unilaterally disarming in the EU-US trade fight and never triggering the anti-coercion instrument.

Often, Berlin is the main veto player when it comes to decisive EU action. But this week, for once, Berlin is a key driver of getting both the reparations loan and Mercosur over the finish line.

This time, the EU's ability to act act fully hinges on Rome's and Paris's will to jump.

This is a BFD institutionally for the EU. It crossed a Rubicon here. It has demonstrated that when it wants to act it is not going to let some two-bit autocrat get in the way.

This really shifts the leverage in Europe away from hostage-takers like Orban.
Good work by Denmark, the Commission, Germany, France, others

"The Danish Presidency can inform that COREPER has agreed on a revised version of the Art. 122-proposal and approved the launch of a written procedure for formal Council decision by tomorrow around 5 pm," the Danish presidency announced
The EU has just made sure its biggest bargaining chip in the negotiations over Ukraine's future is no longer subject to national vetos. And that is even true independently of the fate of the reparations loan because now a qualified majority is required to unblock the funds again. Well done.

As more voices in the EU clamour for broader China tariffs, a development Beijing surely wishes to avoid, the EU could ask it:

A) To loosen export controls on rare earths
B) Commit to appreciate the yuan by 1.5% a month for 12 months.

A good test if China wishes deescalation.
