To be fair, several characters are like this to some extent, Mustang is just very prominent and makes great use of it. Major Armstrong is a very dramatic example, except that his personality is played up as a bit for the audience.
What makes Roy Mustang so great as a character is that he’s never not being Roy Mustang. He’s always putting on theatrically self-aware bits. Even when he’s lying, he’s playing into his own personality traits and the perception others have of him.

Politics ruins politics. Plenty of people with good ideas and problem solving skills are eliminated because the first filter, rather than capability, is how well one can manage a constant stream of mindless antagonism.

I once saw someone online say you should have less than 10 exclamation points in your manuscript and like... I write action stories with magic and summons. They're not going to navigate those stories with all periods!
