The analysis describes how this field constructs the *demand* for citizen involvement that the innovations claim to address; where the primary *audience* of its practice becomes the sponsors and practitioners themselves; and where the *competence* and standards can be constructed by the field itself

The proposition is grounded in an original empirical study of elite discourse and interactions: It explores how this performance is produced both *by* the Commission with a field of advocates, experts, and participation professionals, and designed primarily *for* this same field of actors

They can serve that purpose not by realising democratic participation but by enacting a performance of democratic reform
