Just here to point out that the Feds 100% did this same thing to force Louisiana to up the State’s legal drinking age from 18 to 21 in the 1990s.
1 - the exec branch can't decline to spend $ Congress appropriated

2- the fed govt can't use federal $ to extort states over policy/political disagreements

3-the fed govt can't use federal $ to impose conditions unrelated to the funding program

4-the fed govt can't use federal $ to coerce states

I'm thinking about the time incumbent Senator Blanche Lincoln (D - Arkansas) decided to run her reelection campaign as a conservative but it pissed off the loyal Ark Dems and conservatives weren't voting for her anyway. Anyway, she's not in office anymore.
Surely this will workout for Bari, all those magats will learn to turn their channel to CBS.

You know I have mixed feelings about the Britpop period, but the reason why there were suddenly loads of interesting bands 1992-93 is everybody who grew up on great 60s-70s music GOT THE DOLE & was able to play long enough to get good. Soon after this became impossible.
