I don't know if I'd go so far as "bad" but I've always felt like Donnie Yen and Alan Tudyk paper over just enough jank that the ending sequence sends people home happy enough to forget about it.
rogue one is bad folks. i have believed this since i saw it in theaters and no subsequent rewatch has changed my mind. basically a chop job until the final sequence, which is good (for star wars)
