Growing up in California, my parents saw the Bracero Program. Workers could legally come from Mexico, work, and return home with money to help their families.
There were some legal protections, too, although not as much as they deserved, hence unions.
Why can't we do a modern version now?

Creating Little Syrias and Palestines in the Badlands and create megacities in loyal areas, leaving disloyal cities to rot, has been how I've seen things coming for about a decade. IMO, this plan works great until it doesn't, and if there's foreign wars thrown in, that's a wildcard.
