The fact that the System Office have spent the most time talking about the need to expose syllabus contents to public scrutiny and have offered only nominal arguments about student convenience is really telling. Recall Peter Hand's op-ed, and the blathering about "the public's trust"
It’s the entire point. There’s no plan to make this meaningful for students. No plan to use it administratively. Its design and implementation signals its only real intent. It’s best and easiest use case is for systematic harassment and to scare faculty into complying in advance.
We know the students don’t read the syllabuses. So who will? Right-wing activists looking for excuses to hound profs.

“Cutting costs” does a lot of work to obscure that they want to cut very particular costs, the labor of faculty, TAs, staff, while being extremely excited to funnel large, maybe infinite, amounts to private corporations, while destroying the core mission and alienating students etc
If you think I'm going to pay $80k a year in tuition you better believe I want my kid taught by an underpaid human TA who is slowly beating eaten alive by ennui and his marinating feelings of grievance over the impossibility of ever landing a tenure track job.

The vast majority of kids who get the same specific hormones—cisgender kids who are trying to conform to their assigned gender or slow early puberty—will get the drugs.

The ban will single out and apply exclusively to trans kids.

What bothers me more than anything about this is that many of the same people who correctly go, "This guy's a crank!" when he's talking about Tylenol causing autism or anti-vax stuff will sit there nodding along like, "Hey, if HHS said this, it must be legit!" when it involves trans care.
I’m at HHS headquarters where RFK Jr. is announcing new restrictions on gender-affirming care for minors by spouting pseudoscience and political misinformation that goes against every major medical association.
