This is the exact kind of code issue that caused such an uproar as the last century drew to a close, and became known as the Y2K bug.
People were afraid that the dates would all go haywire and break all the systems. (Because shortcuts had used 19 as the default beginning of the date.)

What DOGE found was COBOL code that had a default 0 date value of 1875. When the inputters didn't know the age of a recipient, it defaulted to that year. That's why these geniuses thought they'd found a whole bunch of people who supposedly were 150 years old and receiving Social Security.
