In Britain Elizabeth Robins Pennell wrote macaroni instructions in the 1890s and mid-19th c cookbooks like Mrs Beeton’s all have pasta recipes. Of course they are all terrible, as you’d expect for Victorian food - boil macaroni for half an hour, etc.
