As of right now, it is still the law of the land in this country that you cannot be refused treatment regardless of any status (legal residence, insurance, etc),and anything you share with a healthcare worker is privileged and confidential. As lame as it sounds, you do have some rights to healthcare

It is apparently not uncommon for military helicopters to be sharing that flight path at DCA.
