Even in the sense that it *is* about the oil, it's not about the oil. Trump doesn't want to build up US oil reserves or counter the Russians or even simply to make money off it. He wants the oil because to him oil is exciting, & vital, & American—our birthright!—the most tangible prize on offer.

The War Powers Resolution as Congress designed it requires withdrawal if both houses pass a concurrent resolution. SCOTUS gutted that with Chadha, so now it's subject to an inevitable veto. Instead of affirmative approval, presidents in effect only need at least one third in at least one house.
Schumer: "We have the War Powers Act ... if it's voted positively in both houses, then the president can't do another thing in Venezuela without the okay of Congress. Ww have to pass it."

Also if drug trafficking is a reasonable justification, then wholly domestic drug dealers become foot soldiers in a war against the United States in which they never enlisted, and in which the the US asserts the right to use preemptive lethal violence à la Duterte.
This is really good. One point: as Hathaway says, “If drug trafficking is a reasonable justification, then a whole range of possible arguments can be made that basically mean that self-defense is no longer a real exception.” This is true, and there’s a great example to use in thinking it through.
