my whole life's goal is to stop the atrocities & educate about how our actions over centuries, most importantly the very inception of America is founded on the evils of settler colonialism. how we've never faced or made the proper reparations for said sins. don't ever put words in my mouth, liberal.

Unironically congressional approval is better. If he asked Congress, it would be more likely that Congress wouldn't authorize war. That's entirely why Congress is given the power to levy war, because then it becomes a political issue and the average voter does not want to send their child to war.
