Existing disability services are deeply underfunded, aggressively audited, means-tested constantly, and can be labyrinthine to even access or maintain without assistance. As someone who spent two decades as a cog in that system, concerns about fraud are overblown compared to the real existing need.
Balancing "no person with a disability should be denied accommodations" with "it's important to discourage non-disabled people from pretending to be disabled to take advantage of these accommodations" is really difficult and I don't have a great answer for what anyone should do about it.

If you've ever worked in anime localization/dubbing then you would know that the client needs to be aware of EVERY decision by the studio. They have final say on everything; even casting choices. Amazon doing this without their knowledge is HUGE. At the very least it would endanger their license.
Kadokawa stated that it did not approve of an AI dub, and Sentai stated that it wasn't aware of the dub beforehand.

Seeing AI is an instant, immediate red flag for most artists because it's a signal that you do not respect artists (yes, that includes using it "until I can get real art").
