Leaked docs state how DHS plans to "cut FEMA’s staff by more than 50%" (11,500+ jobs). This is exactly why we shouldn't take the FEMA "Review Council" Report seriously when it finally comes out. They are and always were a sham, even before it leaked how Noem was editing their actual recommendations.
