This is not normal in any civilised country. Access to healthcare is a human right under the ICESCR signed in 1977 by 171 countries.
These countries didn't agree to it being legally bound though: Nauru, Marshall Islands, Micronesia, Cuba, Palau
and you guessed it, the fucking UNITED STATES.

This isn't a debate. It has long been recognized as a human right. Even more foundational is a right to health itself. It's a part of the core UN human rights conventions, including the ICERD (freedom from racial discrimination) and the ICESCR (economic/social/cultural rights).
