It's true that states may always delay and evade-- but they can do that with just satisfaction awards too. (Disclaimer-- I have not been following the Strasbourg judgments as carefully as I once did!)

We probably don't disagree on the law. But the Court has in exceptional cases, required a just satisfaction that that requires actions beyond paying money (Papamichalopoulos, 1995) and as a practical matter interim measures may be dispositive.

I agree. But in recent years the Court's creativity with remedial orders have sometime brought it very close to what we'd call injunctive relief.

You might like this reform or dislike it. But I don't see how you can say that this weakens the authority of Congress or the Senate if those names refer to institutions specified in the Constitution, bodies hat act by majority vote. It's the filibuster that does that
