So other folks can chime in, but my experience is a lot of the reason they suck on procedure is they don't actually study the rules; they learn them over time by attendance, and so end up with often quite significantly wrong ideas about what is required or normal or available

If for some reason he breaks the rule on presence and rules your question out of order, challenge the ruling of the chair on that, and you get a floor vote on that too. But TLDR is whichever way you slice it Ds can force full floor votes on whether she can be sworn above any normal house business

To be clear, Judge Cummings ruled that ICE agents must wear body cameras AND have them turned on AND also cannot arrest anyone complying with their appointment dates at immigration courthouses.

Judge Cummings is Federal Judge for the N Dist. of IL. Every Judge nationwide should be ordering this.

Federal Judge Jeffrey Cummings has found that ICE agents violated the terms of a consent decree by detaining people without proper warrants. He ruled that as of this week ICE must wear body cams at all times and can face arrest and contempt proceedings if they conduct unlawful, warrantless arrests.
