Rise Up Alameda

Rise Up Alameda is a guaranteed income pilot project launched by Mayor Marilyn Ezzy Ashcraft, providing 150 residents with an unconditional cash payment of $1,000 per month over the course of 24 months. Qualified recipients must be Alameda residents, age 18 years and older, in households with annual incomes no greater than 50 percent of the City’s Area Median Income (AMI) based on household size (e.g. $51,800 for a family of one, based on 2023 AMI). The primary goal of Rise Up Alameda is to reduce economic instability for program participants, using funding from the American Rescue Plan Act.

The City of Alameda partnered with Abt Global to design a rigorous evaluation of Rise Up Alameda, including a control group of 180 randomly-selected applicants. Analyzing data from the first year of the program, the interim report finds that Rise Up Alameda participants are doing better than people in the control group across several key evaluation markers. Researchers found improvements amongst the recipient group in financial well-being, mental health and sense of community, and no negative effect on employment.

In the wake of the Hegseth/Pentagon press ban, I'm reminded of this section from Sebastian Junger's National Review essay, 2024.

And then we invaded Iraq. Although I was drawn to the sheer magnitude and drama of the war, I didn’t cover it because I was personally so against our decision to invade that I didn’t think I could be objective. I still had high hopes for Afghanistan, but my optimism didn’t survive long. I spent a year embedded with a platoon from the 173rd Airborne in the infamous Korengal Valley, and our outpost was attacked almost daily. After one particularly fierce firefight, a special operator shook his head and said, “We’re never going to win this war until we admit we’re losing it.”

What he said shocked me: It was 2007, and questioning the war was still considered unpatriotic heresy. If you didn’t believe America was right and honorable in all things and would win any war it fought, you were basically siding with the terrorists. And yet here was a highly experienced soldier questioning exactly that. And that is the proper role of the press: to provide the kind of honest and brutal assessment that generals, politicians, contractors, and second lieutenants can’t because they’ll lose their jobs. The simple truth is that if you’re against the working press, you’re against protecting American soldiers from faulty weapons and bad decisions. No military or government will publicly examine itself for failures. Only the press — and internal whistleblowers — can do that.

The effort within the IRS coincides with a larger administration effort to probe left-leaning groups for helping to finance organizations that the president says are creating anarchy in Democratic-led cities. Trump has directed Bessent, who is also acting IRS commissioner, to identify financial networks that the president says are fomenting political violence. Democrats say the effort is politically motivated and not based on real evidence.

“Scott will do that. That’s easy for Scott,” Trump said during a recent cabinet meeting about Bessent’s helping with the investigation.
