i'm not counting this as a spoiler because you can see the achievement list but the fact that they never came back to this mechanic should be proof that they didn't have much faith in it either. this is still a great game though (esp. act I), despite this internally incohesive roadblock in act II.

So it turns out... the US air travel system was incredibly, deeply dependent on federal funding to just run day-to-day all this time, to the benefit of private airline shareholders, when everyone thinks that state-run trains are leeching off the government. Weird!
