Sounds like he was incapable of his duty, and you sent an unhinged, armed man after US citizens.
Citizens are expected to behave 100% properly or be executed, while cops can blast away because they are having a tough week.

A friend in Minneapolis just sent me this video. Looks like thousands have come together for a vigil after an ICE agent shot and killed 37-year-old Renee Nicole Good. This was my neighborhood for several years before coming to Portland.

I'm in the final fight with Strand, and he just trapped my Paladin in a bubble Wall of Force. He rode in on a giant demonic bat. He is immune to charm spells...but the bat wasn't.
One Compelled Duel later and the bat is attacking an impenetrable, immovable ball while Strahd hangs on.
