It may be a "shared" responsibility but when one road user can kill people and the other can't, the responsibility is not shared equally.

I'll admit that I occasionally watch Forged in Fire (a reality show where people make edged weapons under time pressure—don't judge 😄). One of the things I find particularly interesting is how the contestants continually make the same mistakes that brought down contestants in previous shows.

The language of the email makes it hard to know who is at fault. The feds appoint the judges so “low judicial resources” suggests maybe we don’t have enough judges. However, staff have used that phrase before when the real issue was lack of courtrooms or courtroom staff (provincial responsibility).
