criminal law prof here. There are laws against homicide, and federal agents are not in fact above them. Supremacy clause immunity is limited in scope, not an absolute barrier to state prosecution.
The death of Alex Pretti has been ruled a homicide, the Hennepin County medical examiner’s office said. Pretti was shot Jan. 24 during a chaotic encounter with federal immigration officers in Minneapolis. Jesus Ochoa and Raymundo Gutierrez were named as the two officers who fired at Pretti.

So, Seems that any violation of state law while eyesore CBP are “protecting federal property”, would be a crime committed outside of the statutory scope of their activities.
