This did get me to look at the old 20-year plan SacRT had when I moved out there a little over 20 years ago. They did get the (single-track) extension to Folsom, and the Consumnes River College extension, but the green line to the airport is still just a stub that doesn't even cross the river.

Boring answer is that instead of using a press release template, they grabbed the last press release, deleted the text, and forgot to update the date field. Even with a conspiracy there's not really a reason to loop in Guy Who Writes Press Releases.
