At the very least, we should have periodic knowledge tests to reinforce rules of the road, and highlight any new laws. I swear some people have never seen a bike lane before -- and maybe not if they learned to drive in the 70s!

A lot changes over time. Including knowledge/memory of the road rules, driver skills and ability, and the size and deadliness of vehicles.
